Henry Arthur Cooke was born in 1862. He was educated at Cambridge University. In 1907, he acted as commercial attach for the Diplomatic Service, later serving as consul-general at Odessa in 1919. Frederick George Jackson was born on 6 March 1860 at Coughton, near Alcester, Warwickshire. He was educated at Denstone College and studied for a brief period at Edinburgh University.
